Introduction

The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.

This position offers a salary range of $70,743 - $99,889 initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $110,288.

Main Purpose of Job

The OAG is seeking applicants for an Investigator position in the Medicaid Fraud and Vulnerable Victims Unit (MFVVU). This unit is made up of 47 attorneys, investigators, auditors, and support staff. The staff are divided into ten multi-disciplinary teams who are responsible for: (1) investigation and prosecution of criminal cases involving Medicaid fraud by healthcare providers; (2) investigation and civil enforcement actions under the Maryland False Health Claims Act; (3) prosecuting the abuse and neglect of vulnerable adults; and (4) prosecuting opioid diversion and over prescription. This position will work with Assistant Attorneys General and staff to conduct confidential criminal and civil investigations of fraud by Maryland health care providers. Investigators interact with healthcare providers, other federal and state law enforcement officials, victims, witnesses, and attorneys.

The candidate must be willing to work throughout the state and at times work outside the typical workday, as required.

POSITION DUTIES

  • Identify, locate, and conduct in-depth interviews of key witnesses to develop factual records and investigative leads.
  • Analyze and synthesize medical records, digital data, and other forms of electronic evidence to support investigative findings.
  • Prepare detailed witness interview memoranda, investigative spreadsheets, and comprehensive analytical reports.
  • Serve subpoenas and other legal process to obtain records, documents, and evidence in compliance with legal requirements.
  • Provide sworn testimony before grand juries and in court proceedings regarding investigative findings and evidence handling.
  • Draft, execute, and assist in the implementation of search warrants in coordination with prosecutors and law enforcement.
  • Collaborate with local, state, and federal law enforcement agencies; conduct surveillance and joint investigative operations.
  • Organize, develop, and prepare cases for trial, including evidence review, witness coordination, and case strategy support.

Minimum Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

  • Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
  • Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

Selective Qualifications

Candidates must have computer software experience, including use of Access or Excel, word processing programs and fundamental understanding of database concepts.

Desired Or Preferred Qualifications

  • Bachelor’s degree from an accredited four-year college or university.
  • Three years criminal or investigative experience.
  • Experience in white collar or healthcare fraud
  • Experience in forensic interviewing techniques and special victims (elderly adults, developmentally disabled persons, or children).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
